Until then, you had to obtain a licence called La Prefecture from the local authorities. This licence was granted under a certain amount of strict criteria, such as so many years in the industry or so many years as Executive in a company, or such level of further eduction etc. and would give you the status of Travel Agent, which was the only way to be allowed to deal with accommodation and transportation (including coaches). One most important criteria was also to be able to offer a financial guarantee, either from your bank or from a professional organisation: l'APE, and, of course, adequate Liability Insurance. The new regulations are now that you must register to the ROVS (Registre des Operateurs de Voyages et Sejours); DMCs who had a license are automatically registered, or will be during the course of the year. This ROVS agreement is now granted directly by the Ministry of Tourism, via a sub-division called Atout France. The financial guarantee requested is highly increased, thus offering you an even more important security. Please check carefully that the company you are working with is qualified to offer full service for the utmost benefit of both your Client and yourselves. Either Licence or ROVS number will endeavour you to fully trust your Agent, their sense of responsibility and make sure they will offer safe services.
